For maritime crew to enter Australia by air they require another type of visa in addition to their Maritime Crew Visa (MCV- 988). The visa types they may wish to consider are;
FA600, E-Visitor TV651, and the Transit Visa 771.
Depending on the crew passport of nationality, the TV651 can be applied if they hold an eligible passport. The processing time of this visa is shorter. Below is the link, for further info.

The Transit Visa subclassName 771 only allows to transit through Australia for no longer than 72 hours. Transit Visa cannot be extended. Therefore, if they cant sign on during this timeframe the Transit Visa 771 will cease and the MCV will also cease after two days, unless they are signed on the vessel.
